Chief Program Officer

Job Summary
Understand the mission and strategy of the organization and play a key role in translating that mission into realistic action.  Promote the best possible outcomes for the YWCA in all areas from board relations, personnel, programs, finance, and facilities.  This position supports the office of the CEO and will assist as appropriate across the following spectrum of concerns and responsibilities.

Essential Job Responsibilities: 
Support Division Directors in achieving their goals and objectives.  This may include any of the following:

Program Development and Oversight:
  • Oversee program development: Work with Division Leaders to design, implement, and evaluate programs that align with the organization’s strategic goals and mission.
  • Support program implementation: Work directly with Division Leaders to ensure effective execution of programs, including monitoring progress and adjusting as needed.
  • Coordinate new programs: Work with CEO and leadership team on best ways to enhance existing services and develop new initiatives where appropriate.

Team Leadership and Management:
  • Support the executive team: Help in the hiring, training and management practices to ensure a high-performing team and build sustained morale among staff, volunteers, and consumers.
  • Set performance standards: Ensure that the team meets organizational standards and program goalsProvide suitable oversight for the provision of high-quality programs and services
  • Monitor resources:  Work with division leaders to ensure program teams have the tools needed to achieve objectives.

Financial Stewardship:
  • Budget oversight: Support Program Officers to develop and manage program budgets.
  • Grant management: Review and support effective execution of grant proposals.
  • Resource allocation: Review and assist understandings so that programs are allocated funds effectively to support activities.
  • Financial Coordination:  Support Financial Officer regarding financial matters and add support as needed to maintain a system that allows for accurate accounting and informed financial decision-making.
  • Procurement:  Work with executive team to assure that the organization has suitable systems, policies, and processes for accounting and fund management, personnel management, office space, information technology and risk management.

Stakeholder Engagement:
  • Build partnerships: Collaborate with other organizations, community organizers, and federal agencies.
  • Expand services: Work to expand program reach and impact.
  • Educate the public: Work with marketing team to raise awareness about the organization’s work.
  • External Relations:  Maintain a positive professional reputation in the local community and cultivate effective relationships with public officials, constituents, consumers and other relevant community organizations.
  • Fundraising:  Work well with all constituencies and donors to generate needed resources for the fulfillment of the organization’s mission and activities.

Reporting and Communication:
  • Provide updates: Regularly inform the organization about program developments and ongoing activities through reports (e.g., annual reports, weekly/monthly/quarterly updates).
  • Maintain relationships: Interact with donors, partners, and stakeholders.
  • Board Relationship:  Demonstrate a clear understanding, dedication, and success in achieving results for the objectives and priorities set by the Board.
  • Collaboration:  Work effectively with the Board and maintain good communications and a collegial, professional environment.
  • Professional Demeanor:  Respond appropriately to unanticipated or difficult situations and to those specific challenges associated with the unique requirements of the organization.

Job Requirements
  • Learn and support the YWCA mission, vision, and policies to meet the goals of the organization without compromise.
  • Bachelor’s degree or related background and relevant experience in related field.
  • Present self professionally in appearance and mannerism at all times.
  • Pass a criminal history background check and FBI fingerprint check.
